Challenge:  To implement a piece of potentially controversial central government legislation while minimising disruption for those affected
Halo analysis: Research was required to draw out the concerns of diverse stakeholders and service users, and consultation would encourage cooperation instead of opposition to change
Halo solution: A combination of face-to-face interviews, focus groups and surveys identified the nature and extent of user concerns. The interaction provided an opportunity to reassure stakeholders, and public meetings kept everyone informed
Results: The legislation was implemented sensitively and the consultation process has improved the relationship between the authority and stakeholders. Two years on the system is seen as fair, open and uncontentious
