CASE STUDY: RESEARCH
Research supports everything we do at The Halo Works. Identifying and understanding the problem is half the battle when seeking a solution.
|Background:||Some issues can become emotive, especially when the relationship goes beyond a purely commercial realm|
|Challenge:||To implement a piece of potentially controversial central government legislation while minimising disruption for those affected|
|Halo analysis:||Research was required to draw out the concerns of diverse stakeholders and service users, and consultation would encourage cooperation instead of opposition to change|
|Halo solution:||A combination of face-to-face interviews, focus groups and surveys identified the nature and extent of user concerns. The interaction provided an opportunity to reassure stakeholders, and public meetings kept everyone informed|
|Results:||The legislation was implemented sensitively and the consultation process has improved the relationship between the authority and stakeholders. Two years on the system is seen as fair, open and uncontentious|
